I finally found that for some reason the file apache.conf located in /etc/netdata/health.d/ was removed probably after an upgrade of netdata.
I copied the file from here and the apache related telegram messages are now back as expected.
This confirm the issue was not in telegram config but into the apache monitoring config itself.
