Yes, indeed the to: silent entry in the alert configuration only disables the notification from going out, but not the actual alert from working.
I will get back on a way to disable if I understand is what you want, right? In the mean time, setting values like e.g. warn: this < 0 and crit: this < 0 will make sure it never triggers.
